As a white nationalist and neo-Nazi group, Vanguard America believed that the United States should be an “exclusively white nation.”[77] In accordance with Nazi ideology, Vanguard America aimed to establish a white ethnostate in the United States.[78] On its website, VA declared: “The racial stock of this nation was created for white Christian Anglo/Europeans by white Christian Anglo/Europeans. All other ethnicities, races, religions and demographics are absolutely not compatible with this nation’s original culture. With such being stated, a mass exodus, isolation, apartheid, segregation and/or separation must be implemented to retain the good order and longevity of the country.”[79]Additionally, the group frequently used Nazi Party rhetoric and symbols. For example, at rallies and demonstrations, members were often seen representing the sonnenrad or sun wheel, an ancient European symbol that the Nazis appropriated.[80] In addition, its slogan—“Blood and Soil”—was derived from the German philosophy “Blut und Boden,” which was popularized by Hitler’s regime during World War II.[81] The slogan celebrates “the notion that people with ‘white blood’ have a special bond with the ‘American soil.’”[82]
Also in line with Nazi ideology, Jewish people were a particular focus of the group’s hatred. In July 2017, for example, the group tweeted, “Those behind the subversive elements eroding our culture often have something in common. Jewish influence is prevalent, invasive, dangerous.”[83] One of the group’s flyers, which was distributed across the campus at the University of Houston, in September 2017, read “Beware the International Jew.”[84] In addition to Jewish people, Vanguard America expressed contempt for Muslims and immigrants. The group even went as far as calling for the removal of Muslims from the United States. Notably, at a “March Against Shariah” event in Harrisburg, Pennsylvania, on June 10, 2017, a spokesman for VA, Francisco Rivera, said, “I don’t believe in having Muslims in the United States. Their culture is incompatible with ours.”[85] Along those lines, one of VA’s flyers read, “Imagine a Muslim Free America.”[86]As for immigrants, VA encouraged white people to report undocumented immigrants, as evidenced by a flyer the group left at Texas A&M University. It said: “A Notice to All White Americans: It Is Your Civic Duty To Report Any and All Illegal Aliens to U.S. Immigration and Customs Enforcement. They Are Criminals. America is a White Nation.”[87]
There is no observable evidence that Vanguard America engaged in political activity.
VA’s main activity was the distribution of racist and anti-Semitic flyers online and in cities and universities across the United States. The group’s propaganda was “intentionally directed at young people, particularly those on college campuses.”[88] Examples of VA’s propaganda include a stylized portrait of Hitler with the slogan of former U.S. President Barack Obama’s 2008 presidential campaign, “Yes We Can”; an image of George Lincoln Rockwell, the founder of the American Nazi Party, along with his quote “The color of your skin is your uniform in this ultimate battle for the survival of the West”; and a flyer reading “Defend America: No More Tolerance, No More Diversity.”[89]
The Southern Poverty Law Center recorded ten flyering incidents attributed to VA in 2016 and forty one incidents in 2017.[90] During the 2016-2017 school year, the Anti-Defamation League (ADL) recorded thirty two flyering incidents in Arkansas, California, Florida, Indiana, Maryland, New Jersey, Oregon, Texas, Virginia, and Washington.[91] During the following school year, the group’s flyering activity decreased, with ADL recording only fourteen incidents in Arizona, Tennessee, Texas, and Massachusetts.[92]
In addition to distributing propaganda, VA “organized small public events and participated in events organized by other white supremacist groups.”[93] Such events, at which members typically wore white polo shirts and khaki pants, focused on various issues, including preserving Confederate statutes, anti-Muslim bigotry, and protecting free speech.[94] In some instances, VA members openly carried firearms.[95] The group’s most significant event was the deadly white nationalist “Unite the Rally” in August 2017 in Charlottesville, Virginia. Led by VA’s “Vice Commander” Thomas Rousseau, several dozen VA members marched through the city while shouting racist and anti-Semitic slurs.[96] Among those VA marchers was James Alex Fields Jr., who, later that day, drove his car into a crowd of anti-fascist counter-protesters, killing one woman and injuring more than thirty others.[97]
Vanguard America never officially condoned violence. According to its manifesto, VA did not support lawlessness nor the commission of crimes. It also stated that members who engaged in criminal activity were expelled.[98] After the Unite the Right rally, a spokesperson for VA claimed he was “personally disgusted” with the vehicle attack that left one protester dead and dozens more injured. He added that Vanguard America did “not condone violence.”[99] Despite his claims, according to leaked archives of VA’s private chats obtained by the left-wing media collective Unicorn Riot, members openly celebrated Fields’ attack. For example, one member, “SDO Philip-TX,” wrote, “This was the biggest victory for our movement[’s] history. It was glorious. We hospitalized dozens.”[100] Moreover, Hopper gave speeches in which he implicitly advocated for the use of violence. In one speech, for example, Hopper asserted, “Soon enough our people, our race will have to set our humanity aside for a short time. We will have to subdue our empathy and compassion and do exactly what is necessary to preserve our people.”[101]

April 29, 2017: Vanguard America attended a white supremacist rally in front of an old courthouse in Pikeville, Kentucky.[102] The event was organized by the Nationalist Front (NF), “an umbrella organization of neo-Nazis, traditional white supremacists and racist skinheads.”[103] Approximately 125 people showed up. Attendees included members of various white supremacist groups, including the League of the South, the Aryan Renaissance Society, and the Global Crusader Knights of the Ku Klux Klan.[104] After the rally, Vanguard America reportedly became a member of the NF.[105]
June 10, 2017: Vanguard America attended an anti-Muslim march in Harrisburg, Pennsylvania.[106] The event was organized by ACT for America, an anti-Muslim hate group, and was just “one of dozens happening in cities nationwide.”[107] About sixty protesters and thirty counter-protesters showed up.[108]
June 10, 2017: Members of Vanguard America attended a rally at Hermann Park in Houston, Texas, where hundreds of far-right protesters gathered to protest the potential removal of a statue of slaveholder and former Texas president Sam Houston.[109] The event’s organizers, which included members of the anti-government group the Oath Keepers, had unsuccessfully attempted to prevent white nationalists like Vanguard America from attending. According to journalist Shane Burley, “After event organizers asked protesters affiliated with The Daily Stormer and Vanguard America to leave, a scuffle broke out.”[110] Specifically, an activist allegedly affiliated with the Oath Keepers placed an armed protester with Nazi symbols in a chokehold. Police made no arrests.[111]
June 17, 2017: According to the Anti-Defamation League, “[s]everal dozen members participated in a ‘Texas is Ours’ rally at the state capital in Austin.”[112] Both Dillon Hopper and Thomas Rousseau delivered speeches.[113]
June 25, 2017: VA members traveled to Washington, D.C., to attend a rally at the Lincoln Memorial. Dubbed the “Freedom of Speech Rally,” the event attracted several prominent far-right, white nationalist figures, including Richard Spencer and Nathan Damigo of the neo-Nazi group Identity Evropa.[114] Another prominent figure was the neo-Nazi blogger and podcast host Mike Enoch, who gave a speech in which he discussed “Jewish privilege” and “the systematic elimination of white people.”[115] About one hundred yards away was “a smaller group of counterprotesters.”[116]
July 2, 2017: Vanguard America hung an anti-Semitic banner over a Holocaust memorial in Lakewood, New Jersey.[117]The banner declared that Jewish people, referred to using an ethnic slur, “will not divide us.”[118]
August 11-12, 2017: VA participated in the white supremacist “Unite the Right” rally in Charlottesville, Virginia. The ostensible goal of the rally was to protest the planned removal of a statue memorializing the Confederate general Robert E. Lee.[119] On the first day, VA members joined several hundred torch-bearing white nationalists as they descended on the University of Virginia campus.[120] The following day, on August 12, several dozen VA members, led by the group’s “Vice Commander” Thomas Rousseau, marched toward the protest at the city park where the statue was located while shouting racist and anti-Semitic chants.[121] Among the VA activists present was James Alex Fields Jr., who, later that day, drove his car into a crowd of anti-fascist counter-protesters, killing one person and injuring dozens more.[122] (1 killed, 35 injured)[123]
October 28, 2017: Hopper led a group of approximately seven VA members at a “White Lives Matter” rally in Shelbyville, Tennessee.[124] Organized by the white supremacist group the Nationalist Front, the rally drew approximately 200 far-right protesters from various white nationalist groups, including the National Socialist Movement, the League of the South, the Traditionalist Worker Party, and the Ku Klux Klan.[125] The rally also drew hundreds of counter-protesters and numerous law enforcement officers who donned riot gear.[126] One far-right protester was arrested for disorderly conduct and exhibiting “threatening behavior.”[127]
January 20, 2018: During a women’s march in Providence, Rhode Island, Vanguard America hung a banner over a nearby highway overpass that declared, “Feminists Deserve the Rope.”[128]

Vanguard America has not been designated as a terrorist organization by any major national government or international body.
Vanguard America’s membership base was composed primarily of young white men.[129] VA’s main recruitment tactic involved distributing propaganda on social media sites such as Twitter and in cities and college campuses across the United States.[130] In an interview with The Washington Post, Dillon Hopper said VA had “strict membership criteria, including that applicants be employed, not smoke or drink, or display hand or neck tattoos,” and be “at least 80% White/European heritage.”[131] According to its website, the group prohibited criminals, people suffering from addiction, and “homosexuals, transsexual, adulterers, or any other form of sexual degeneracy.”[132]
Although VA mainly sought to recruit men, it also had a women’s division. In one tweet from June 2017, VA wrote, “The woman has her own battlefield. With every child that she brings into the world, she fights her battle for the nation. Strong nations grow from strong families. Vanguard America Women’s Division.”[133] The women’s division had its own Twitter account through which it attempted to attract white women. For example, on December 8, 2017, the “Vanguard Women” account tweeted, “Everyday we are closer and closer to our race’s demise. It is time that white women too start pushing back against those who hate us. If you don’t answer the call for Race, Family, and Nation today, When will you? Apply at VanguardAmerica.Online.”[134]
Atomwaffen Division
The Atomwaffen Division (AWD), known as the National Socialist Order (NSO) after July 2020, is an accelerationist neo-Nazi militant organization operating in the United States with affiliates overseas. The name “Atomwaffen” is German for “nuclear weapons.” AWD promotes the use of violence to overthrow the U.S. government, foment a race war, and establish a new society based on principles of national socialism and white supremacism. Founded in 2015, the group is known for its anti-Semitic, anti-LGBTQ, and apocalyptic beliefs. AWD has been linked to acts of violence in the United States, including killings, explosives and firearms offenses, and plots against critical infrastructure.[135] In May 2017, a member of Atomwaffen, Devon Arthurs, shot and killed two other members, Jeremy Himmelman and Andrew Oneschuk. Arthurs justified the killings to law enforcement, claiming that the men were going to commit acts of terrorism.[136]According to the Southern Poverty Law Center, after the incident, “a number of Atomwaffen participants joined ranks with Vanguard America.”[137]
Nationalist Front
The Nationalist Front (NF) was “an umbrella organization of neo-Nazis, traditional white supremacists and racist skinheads.”[138] Originally called the Aryan Nationalist Alliance, NF was formed in April 2016 in Georgia.[139] During its existence, the group “held small, mostly localized events that rarely drew more than 25 individuals.”[140] Vanguard America attended two of the group’s largest rallies, the first of which took place in Pikesville, Kentucky, on April 29, 2017.[141] The event drew approximately 125 people from various white supremacist groups, including the League of the South, the Aryan Renaissance Society, and the Global Crusader Knights of the Ku Klux Klan.[142] After the rally, Vanguard America reportedly became a member of the NF.[143] Several months later, in October 2017, Dillon Hopper led a group of seven VA members at a second NF-organized rally.[144] Held in Shelbyville, Tennessee, this “White Lives Matter” rally attracted about 200 white nationalists and hundreds of counter-protesters.[145] According to the Anti-Defamation League, NF “fell apart shortly after the Shelbyville rally.”[146]
Patriot Front
Patriot Front is a Texas-based white supremacist group founded by Thomas Ryan Rousseau. The group formed as an offshoot of Vanguard America (VA) in 2017. The group espouses racist, anti-Semitic, and xenophobic ideologies and seeks to establish a white ethnostate within the United States.[147] The group is highly active; it is estimated that PF members have been responsible for more than eighty percent of the white supremacist propaganda distribution activities in the United States since 2020.[148] The group’s leader, Thomas Rousseau, was formerly the “Vice Commander” of Vanguard America. On August 12, 2017, Rousseau led several dozen Vanguard America members at the deadly “Unite the Right” rally in Charlottesville, Virginia.[149] After the rally, Rousseau formally broke off from VA and founded a new group called Patriot Front, composed mainly of former VA members.[150]
National Socialist Legion
The National Socialist Legion (NSL) is a “small, now defunct neo-Nazi group” that originated in January 2018 as a splinter group of Vanguard America.[151] Prompted by “infighting and accusations of ineffective leadership,” NSL broke off from VA less than six months after Patriot Front did the same.[152] While it is unclear how many members left to join NSL, according to the Anti-Defamation League, the split left VA “further diminished.”[153] NSL described itself as a “revolutionary National Socialist organization” that was preparing for “the coming Racial Holy War.”[154] The group’s main activity was distributing propaganda, which often featured swastikas and other neo-Nazi symbols.[155] NSL’s initial leader was a former member of Vanguard America from Sulphur Springs, Texas, known as “Fox.”[156] By July 2018, Fox was replaced by Clayton Andrew Hodge of Tennessee.[157] Unlike Vanguard America, NSL openly condoned violence. Its manifesto read, “A National Socialist will do what he must for his people even if that means he must use violence to achieve his means.”[158]
From the outset, NSL was explicit in its contempt for VA. One of the group’s propaganda posters from April 2018 “showed an image of Vanguard America leader Dillon Hopper photoshopped with a rope around his neck.”[159] The poster also included the words “Fuck Vanguard America. Rats get the bullet.”[160] However, several months later, in September 2018, NSL “attempted to patch up its relationship with Vanguard America…with the offer of a confederation.”[161] On a Discord server, one user called “KAMERAD REICH” wrote, “Vanguard America has accepted our offer! We’re in this struggle together!” One week later, Clayton announced that the alliance had collapsed.[162]
There is no observable evidence that Vanguard America received external support from foreign governments or third parties.
