Ummah Tameer-e-Nau (UTN) was founded by Pakistani nuclear scientist, Dr. Sultan Bashiruddin Mahmood, in June 2000. Formed as a charity relief agency, Dr. Mahmood used the organization as a front to assist the Taliban and Al Qaeda in acquiring nuclear technology and other high-tech weapons. UTN’s membership base consisted of engineers, physicists, chemists, former military and intelligence officials. After UTN members were found to be discussing nuclear weapons technology with Al Qaeda’s leadership, the organization was banned in Pakistan in 2002.
