The most significant influence on the ideology of National Action was Nazism and white supremacy. NA openly deified Hitler and the Third Reich and was unashamedly racist and anti-Semitic.[157] On its website, NA declared: “To be on our side, a nationalist must be openly racist and openly anti-Semitic. There is no legitimate reason to not be a racist or an anti-Semite in 2014. The battlefield today is race.”[158] The group regularly spoke about their desire to “rid the UK of Jews and non-whites” and to establish a “white Britain.”[159] In line with Hitler’s Mein Kampf, NA sought “to advocate the rights of our own people [meaning “white people”] to reclaim their soil, purify their blood, and become strong again.”[160] A more overt expression of this goal was found in one of NA’s leaflets which read, “Cleanse Britain of parasites. The white man is on the march – white power.”[161]
Within NA’s ideology, Jewish people appeared frequently. According to Dr. Chris Allen, an associate professor in Hate Studies at the University of Leicester, U.K., in National Action’s view, “Jews are seen to be a mixed race that has infiltrated multiple levels of contemporary society through which they exploit and oppress Aryans.”[162] The group’s focus on Jewish people differentiated it from the rest of the contemporary British far-right, whose ire had “largely been directed at Muslims and Islam and the threat posed by them.”[163]
In addition to Judaism, National Action also expressed contempt for homosexuality. For example, one banner displayed on the group’s website showed the rainbow LGBTQ pride flag superimposed over an image of two men having sex.[164]Another graphic read, “No Tolerance: 100% Anti-Pederast Action.”[165] The group’s association of homosexuality with pederasty evidences “the perniciousness of the message being conveyed.”[166] Despite the group’s supposed harsh stance on homosexuality, National Action “went out of [its] way to protect” one of its members, Ryan Fleming, after it was revealed that he had sexually assaulted a teenage boy.[167] Benjamin Raymond even went as far as to celebrate Fleming’s actions, writing in a post on the Nazi internet forum Stormfront, “There is absolutely no question of caving into this ridiculous hysteria, what Ryan did was heroic and the morally correct thing to do – none of you have a clue.”[168]
Another target of the group’s hatred was individuals with mental and physical conditions. Throughout its website, the group utilized an “array of highly offensive terms and insults into its discourse,” including “retard,” “nature’s rejects,” and “subhuman,” a word frequently used by the Third Reich.[169]
Lastly, National Action’s views on gender also aligned with Nazism, which emphasized “the reproductive role of women” and advocated for “women to be confined to non-public…spaces.”[170] Such views were illuminated in a “Miss Hitler” beauty competition the group held over social media in 2016. NA alleged that the purpose of the competition was to raise awareness of its female supporters, who “rarely [got] much spotlight or recognition.”[171] The competition attracted the participation of several women, who went by names like “Lady of the Lolocaust,” “Buchenwald Princess,” and “Eva Bin Gassin,” and who submitted selfies and “answers to a handful of set questions.”[172] According to Dr. Chris Allen, an associate professor in Hate Studies at the University of Leicester, U.K., “it was in [their] answers that traditionalist ideological expressions [of gender] became clear.”[173] For example, “Eva Bin Gassin” wrote, “The survival of our race depends on women like me.”[174] Another participant using the name “A Bus Full of Retards” said that “without women who share our beliefs, we wouldn’t be able to bring up the next generation of National Socialists.”[175]
There is no observable evidence that National Action engaged in political activity. However, politicians and other public servants were “a particular focus of hatred” for the group.[176] Moreover, on social media, NA celebrated the election of Donald Trump to the U.S. presidency in 2016 with images of the former president under the slogan “white power.”[177]
Initially, National Action concentrated on “militant street action,” including leafleting, banner drops, and ‘flash’ demonstrations.[178] Much of this activity occurred on university campuses across the United Kingdom, including at Durham, York, Leicester, and Nottingham Trent universities.[179] The group’s focus on campuses reflected its goal of recruiting young people, particularly university-educated men. According to Benjamin Raymond, NA’s aim was to “build an organization which has more intelligent people” in it.[180] In doing so, National Action hoped to build an organization that was, in its words, “respectable, militant, well-organized, and radical and that doesn’t constantly embarrass itself or give it’s [sic] enemies ammunition to attack it with due to their own stupidity and lack of foresight.”[181]
As the group developed, it began organizing large-scale events and publicity stunts. For example, in August 2014, about twenty National Action members travelled to London to hold a “demonstration against Boer genocide.”[182] Starting outside the South African embassy, they then marched to Westminster’s Parliament Square, where they performed Nazi salutes and placed bananas in the hands and mouth of Nelson Mandela’s statue.[183] A year later, the group held two “White Man Marches” in Liverpool and Newcastle, both of which drew a significant number of counter-protesters.[184]Additional stunts included performing Nazi salutes at the Buchenwald concentration camp and setting up “whites-only” food banks in Glasgow and Yorkshire.[185] The purpose of these stunts was largely to generate publicity for the group, a fact which NA acknowledged on its website: “if you are seeing this website for the first time it is probably because you have read or seen our activities [in the media].”[186]
While the majority of the group’s activity was non-violent, the group exhibited a clear “propensity for violence.”[187]Most notably, in 2015, one of its members, Zack Davies, attempted to murder a Sikh dentist with a claw hammer and a machete outside a supermarket in Mold, Wales. During the attack, Davies shouted “white power” and “I did it for Lee Rigby,” a reference to the British soldier who was murdered by Islamic extremists in London in 2013.[188] Additionally, following the murder of Labour MP Jo Cox, National Action praised her killer, Thomas Mair. On the day of Cox’s attack, an official National Action Twitter account posted: “Only 649 MPs to go #WhiteJihad #ChurchillAkbar #BritainFirst #NationalAction #DayofTheRope."[189] The same account also tweeted a photo of Mair with the words, “#VoteLeave, don’t let this man’s sacrifice go in vain.”[190] Finally, the group held several “military-style training camps” where members learned judo, kickboxing, and mixed martial arts street fighting.[191] Some of these camps allegedly involved firearms.[192] Propaganda videos created by NA “showed members sparring in boxing gloves, wrestling, jumping and rolling over cardboard boxes and throwing each other onto floor mats in judo style modes.”[193]
Disclaimer: These are some selected major attacks in the militant organization's history. It is not a comprehensive listing but captures some of the most famous attacks or turning points during the campaign.
March 2014: National Action disrupted a seminar at Warwick University entitled “Deciphering Capital: Marx’s Capital and its Destiny.” The seminar was given by Professor Alex Callinicos, an academic from King’s College London who had been involved with the Socialist Workers Party, a far-left political party. Despite NA’s disruption, the seminar was not halted. One NA member later boasted on a white supremacist web forum, “Today, NA activists joined a contingent of students at a university in the West Midlands to disrupt and close down a talk being given by Marxist academic, Alex Callinicos[...]."[194]
April 2014: About twenty National Action members traveled to London to hold a “demonstration against Boer genocide.”[195] Starting outside the South African embassy, they then marched to Westminster’s Parliament Square, where they performed Nazi salutes and placed bananas in the hands and mouth of Nelson Mandela’s statue.[196]
August 2014: National Action member Garron Helm launched “an anti-Semitic ‘trolling’ campaign” against the Jewish Labour Member of Parliament Luciana Berger.[197] Helm received a four-week jail sentence for tweeting a picture of Berger “with a Holocaust yellow star superimposed on her forehead, with the hashtag ‘Hitler was right.’”[198]
January 14, 2015: Zack Davies, a member of National Action, attempted to murder Dr. Sarandev Bhambra Sandip, a Sikh dentist, with a claw hammer and a machete outside a supermarket in Mold, Wales, while shouting “white power.”[199] Hours before the racially-motivated attack, Davies posted a photo of himself standing in front of the National Action flag with a balaclava and a large knife.[200] The victim survived due to the interference of an ex-soldier. Davies was later found guilty of attempting to murder Bhambra and sentenced to life in prison.[201]
March 21, 2015: National Action held its first “White Man March” in Newcastle upon Tyne, England. The event was attended by an estimated 100 individuals from various British neo-Nazi groups, including National Action, the National Front, and the British Movement.[202] During the march, the protesters chanted racist slogans, such as "Sieg Heil!" and "White power!," and clashed with counter-protesters.[203] Police arrested nine people.[204]
August 2015: National Action set out to hold its second “White Man March” in Liverpool, England. About fifty NA members showed up. Prior to the march, NA sent a letter to the mayor of Liverpool, Joe Anderson, in which it threatened that the city would “go up in flames” if he banned the march.[205] NA ultimately called off the march following strong opposition from the roughly 200 to 300 anti-fascist counter-protestors, who pelted the neo-Nazis with water bottles, eggs, and bananas and forced them to take cover in a lost baggage facility of a train station.[206] Over the course of the day, six people were arrested.[207]
January 2016: Days before Holocaust Memorial Day, National Action members held a protest in a busy city center in Newcastle upon Tyne, England. The protesters carried a banner declaring “Hitler was right” and performed Nazi salutes. They were also filmed assaulting a busker.[208]\
May 2016: Two members of National Action, including the group’s co-founder Alex Davies, were photographed performing Nazi salutes and holding an NA flag in the execution chamber of Buchenwald, a Nazi concentration camp in Germany.[209] The photo caused a “massive storm in Germany and internationally.”[210]
July 26, 2016: 17-year-old National Action member Jack Coulson was arrested by “counter terrorism police after posting images of a homemade pipe-bomb on Snapchat, along with threats against Muslims.”[211] The month before his arrest, Coulson had tweeted that Thomas Mair, the man who brutally murdered the Labour MP Jo Cox, was a “hero” and added, “we need more people like him to butcher the race traitors.”[212] In July 2018, Coulson was sentenced to four years and eight months in prison after being convicted of making an explosive and downloading a bomb-making manual.[213]
August – September 2016: National Action, together with the Polish fascist party The National Revival of Poland, distributed food and clothing to homeless white people in Glasgow and Yorkshire.[214] NA described its homeless outreach as “whites helping whites” and said it was inspired by the Greek Golden Dawn, an extreme-right party in Greece that has carried out “racist charity work for political gain.”[215]
March 2018: A British army veteran who served in Afghanistan, Mikko Vehvilainen, was convicted of being a member of National Action and sentenced to eight years in prison. Prosecutors alleged that Vehvilainen was a recruiter for NA and “a key part of its strategy to expand its membership within the armed forces.”[216]
May 2018: Four National Action members were convicted of stirring up racial hatred for placing racist stickers across Aston University in Birmingham, England, in July 2016. One of the stickers showed a white figure giving a Nazi salute and read “White Zone – National Action.” Prosecutors described the stickers as “recruitment tools” for National Action.[217]
May 2018: Wayne Bell, a prominent member of NA described as the group’s “poster boy,” was sentenced to four years in jail for making hundreds of racist and anti-Semitic posts on Twitter and a Russian social media site. One such post described Jewish people as “destructive” and “vile.”[218]
June 2018: Six people charged with being members of National Action were put on trial at the Central Criminal Court of England and Wales. Two of the men, including Christopher Lythgoe and Matthew Hankinson, were found guilty of NA membership and sentenced to eight years and six years in prison, respectively.[219]
May 2019: Jack Renshaw, a prominent member of National Action, was sentenced to life in prison for planning the murder of the Labour Member of Parliament Rosie Cooper. According to the presiding judge, Justice McGowan, Renshaw had made “detailed arrangements” to kill Cooper, which included studying her itinerary and purchasing a machete.[220] Renshaw had previously been jailed for three years in 2018 for “stirring up racial hatred in two anti-Semitic speeches in 2016.”[221]
December 2021: National Action’s co-founder and head of propaganda, Benjamin Raymond, was found guilty of being a member of NA and of possessing terrorist documents, including a manifesto written by the Norwegian terrorist Anders Breivik and a guide to making explosive detonators. In his trial, Raymond was compared to Nazi Germany’s propaganda chief Joseph Goebbels. Raymond was sentenced to eight years in prison.[222]
May 2022: NA’s other co-founder, Alex Davies, was put on trial for allegedly being a member of National Action after it was banned by the U.K. government in 2016. During his trial, it was revealed that Davies, whom prosecutors described as the “biggest Nazi of the lot,” had set up the “continuity faction” National Socialist Anti-Capitalist Action or NS131 to circumvent NA’s ban.[223] In June 2022, Davies was convicted of NA membership and sentenced to more than eight years in prison.[224]

On December 16, 2016, National Action was officially banned as a terrorist organization by the government of the United Kingdom under the Terrorism Act 2000, becoming the first far-right group to be proscribed since World War Two.[225]Accordingly, being a member of National Action or inviting support for the group became a criminal offense punishable by up to ten years in prison.[226] In explaining the government’s decision, Home Secretary Amber Rudd said, “Proscribing [National Action] will prevent its membership from growing, stop the spread of poisonous propaganda and protect vulnerable young people at risk of radicalisation from its toxic views.”[227]
In April 2021, U.S. Representative Elissa Slotkin urged President Joe Biden’s administration to designate more than a dozen white supremacist groups, including National Action, as Foreign Terrorist Organizations (FTOs). Such a designation, Slotkin argued, would “give the United States government more tools to engage and flag the Americans who contact, support, train, and join these groups.”[228] As of April 2023, National Action has not been designated as a terrorist organization by the United States.[229]
As a covert group, National Action did not cultivate close relations with local communities. The group’s one notable act of community outreach was its “whites-only” foodbanks, which it set up in Glasgow, Scotland, and Yorkshire, England, during August and September of 201[230] Together with the Polish fascist party The National Revival of Poland, National Action distributed food and clothing to homeless white people in a campaign it described as “whites helping whites.”[231] NA co-founder Alex Davies said that NA’s homeless outreach was inspired by an extreme right party in Greece known as Golden Dawn: “Their charity work, activism and social work has brought them a respect, some credibility in the eyes of the Greek people…That's what gained them those seats in the Greek parliament.”[232]According to Dr. Chris Allen, an associate professor in Hate Studies at the University of Leicester, U.K., although NA’s approach to homelessness “was deliberately discriminatory and fostered division and discontent, it was also designed—in line with the comments about Golden Dawn—to communicate to and change the opinion of a wider, societal audience.”[233] In this way, the campaign functioned as a way to increase the appeal of the group and thereby attract more members.
Scottish Dawn
Scottish Dawn was an offshoot of National Action that emerged after NA was proscribed in 2016.[234] Scottish Dawn described itself as a "patriotic society for the defence of our race and nation active across Scotland."[235] Undercover journalists from The Ferret, an investigative news outlet in Scotland, filmed a Scottish Dawn member admitting that National Action was “a good organization and the stuff we do is very similar.”[236] Their investigation also revealed the group’s close ties to the National Rebirth of Poland, an extreme right-wing political party in Poland with a presence in the U.K.[237] Scottish Dawn was banned under the U.K.’s Terrorism Act 2000 in September 2017, after which the group’s activity appeared to cease.[238]
NS131 (National Socialist Anti-Capitalist Action)
NS131 was an offshoot of National Action created by NA co-founder Alex Davies after its proscription in 2016. According to the group’s website, NS131 was "a platform dedicated to promoting and spreading NS [National Socialist] street art and physical propaganda.”[239] Making frequent use of NA imagery, NS131 “bore extreme resemblance to the aesthetics of National Action.”[240] At Davies’s criminal trial in 2022, Judge Mark Dennis QC described his establishment of NS131 as “a well-orchestrated and determined effort to flout the ban on the activities of National Action and continue to promote and strive to achieve the long-held objectives.”[241] On September 28, 2017, NS131 was banned under the U.K.’s Terrorism Act 2000.[242] Since its proscription, the group has not shown signs of activity.
System Resistance Network
System Resistance Network (SRN) was an extreme right-wing group that emerged following NA’s proscription in 2016.[243] On its website and Twitter account, SRN preached hatred toward non-whites, Jewish and Muslim communities, and gay people.[244] The group has also advocated for a white revolution.[245] The group’s website featured old NA imagery and was allegedly supported by approximately thirty former NA, NS131, or Scottish Dawn members.[246] The group has been associated with acts of racist vandalism in ten cities across the United Kingdom.[247] In February 2020, SRN was proscribed by the U.K. government as an alias of National Action.[248] There has been no recorded activity from the group since it was proscribed.
Order of Nine Angles
The Order of Nine Angles (O9A or ONA) is a satanic neo-Nazi organization active in the United Kingdom. The group valorizes Hitler and champions the transgression of moral norms, including calling for rape and murder.[249] There is evidence that National Action shared members with O9A.[250] Most notably, Ryan Fleming, a well-known and outspoken member of NA, also served as the leader of an O9A cell in Yorkshire, England.[251] According to a 2020 report by Hope Not Hate, private messages on the now-defunct neo-Nazi web forum Iron March “show how Fleming guided interested users to readings on O9A and its ideology.”[252] In July 2017, Fleming was jailed for three years for raping a fourteen-year-old girl he met on Facebook.[253] Another member of National Action with ties to O9A is Garron Helm, a neo-Nazi who was jailed in 2014 “for racially abusing” Luciana Berger, a former British Member of Parliament.[254] Specifically, Helm posted a tweet calling Berger a “communist jewess,” with the hashtag “Hitler was right.”[255]
There is no observable evidence that National Action receives external support from foreign governments or third parties.
