Black Order was a right-wing militant group that absorbed many of the members of the major fascist militant groups that were banned in the mid-1970s. It may also have absorbed smaller right-wing militant groups such as La Fenice and Mussolini Action Squads. Like its predecessors, Black Order sought either to stage a fascist coup or provoke one through a so-called "strategy of tension," in which terrorism could prompt harsh state repression. Black Order claimed two high-casualty bombings in 1974, the first at a rally in Brescia and the second on a train, which killed four and twelve people respectively.
